Introduction

Based on the recommendations of the Second National Commission on Labour for  consolidating about 40+ central laws and 100 state laws into four-five labour codes to bring in uniformity and up-dation with changed economic and technological developments, the Modi government gave a fresh push to convert the existing 29 central labour laws into four labour codes viz;

  1. The Code on Wages
  2. The Code on Occupational Safety, Health and Working Conditions – 2020
  3. The Code on Industrial Relations – 2020
  4. The Code on Social Security 2020

Code on Occupational Safety, Health and Working Conditions, 2020 :

In a move to consolidate the law relating to occupational safety and health, welfare facilities and working conditions in relation to employees and workers, The OSH Code seeks to replace 13 statutes, which includeThe Factories Act ; Contract Labour (R&A) Act, Inter-State Migrant Workmen (RoE & CoS) Act, Building and Other Construction Workers (RoE & CoS) Act, Mines Act, Dock Workers (Safety, Health and Welfare) Act, Plantations Labour Act, Working Journalists and Other Newspaper Employees (CoS) Act, Working Journalists (Fixation of Rates of Wages) Act, Motor Transport Workers Act, Sales Promotion Employees (CoS) Act, Beedi and Cigar Workers (CoS) Act, Cine Workers and Cinema Theatre Workers Act.The

Industrial Relations Code, 2020 

seeks to replace three labour laws: (i) the Industrial Disputes Act, 1947, (ii) the Trade Unions Act, 1926, and (iii) the Industrial Employment (Standing Orders) Act, 1946..

Code on Social Security, 2020 :

The Code proposes to consolidate the following statutes: Employee’s Compensation Act, Employees’ State Insurance Act, Employees’ Provident Funds and Miscellaneous Provisions Act,; Employment Exchanges (CNV) Act); Maternity Benefit Act ; Payment of Gratuity Act, Cine-Workers Welfare Fund Act, Building and Other Construction Workers’ Welfare Cess Act, and Unorganised Workers Social Security Act.

Code on Wages – 2019 : 

The Code Code on Wages regulates wage and bonus payments in all employments and aims at providing equal remuneration to employees. It subsumes and repeals the following four important labour laws: The Payment of Wages Act, 1936, The Minimum
Wages Act, 1948, The Payment of Bonus Act, 1965 and The Equal Remuneration Act, 1976.
