 Objective

Infrastructure development is the backbone of growth of India. The Govt. have embarked upon doubling the infrastructure investment from the 11th plan (2007-12) figure of US$ 514 bn (Rs. 20.5 lakh cr. ) to US$ 1 tn (Rs. 55 lakh cr.) during the 12th plan period of 2012-17. These investments shall also catalyse further investment in Industrial projects offering great opportunities to public & private sector as also for FDI. Such developments need huge skilled manpower in technical / financial and project management area.

The organisations have to work out a project plan with the least capital investment and highest efficiency. Project facilities are to be created within the given resources and time schedules. This requires organisations to be ready with the trained manpower in project related issues.

Today’s projects are complex in nature. Several projects are planned in India in Infrastructure sector such as Power, Rail Corridors, GQ / Road network, City Mass Rapid Transport, Airports / Sea Ports, LNG facilities, cross country gas / petroleum pipelines etc. These projects would require vast financial / technical and manpower resources in near future. The organisations have to be ready to harness these investment opportunities by drawing up organisation strategy and business plans.

Keeping this in view, a 1-day training program on “Infrastructure Projects – Concept to Commissioning” has been devised to provide an insight to Senior & middle level management personnel of the organisation to deal with the challenge in executing the projects. The course shall provide overview on the scope of new projects, project planning / implementation strategies, technical & financial due diligence, execution and risks / mitigation strategies etc. of the Infrastructure projects.

Course content

• Project Planning – Identification & decision making, Stakeholders, Equity participation, Company structure (SPV, JV, PPP etc.) • Project structuring – Facilities, Products, capacity (size), location, Marketing, Technology tie up.

• Preparation of Feasibility Report / DPR, project cost finalisation.

• Financing – Domestic / International, Techno economic studies, Viability studies, Project due diligence / appraisal, Financial closure. • Statutory & Legal Issues – Govt. / Statutory Clearances, Land acquisition policies & procedures, possible litigations, Environmental clearances etc.

• Project Documentation: Concession Agreements, PPA, FSA, EPC Contracts, Off-take Agreements, TTD etc.

• Financial Documentation: Shareholder’s Agreement, Loan documentation with FIs / IIs / Banks, ADB / WB etc.

•Â Project Implementation – Decision on Strategy (EPC / PMC, Turnkey, BOOT, EPCM, Cost plus). Contract signing, Mobilisation of resources, work execution at site, HSE aspect etc.

• Project Cost & Schedule monitoring, Project MIS.

• Commissioning of the facility & Efficient Operation, recovery of benefits • Reasons for delays & mitigation strategies.

• New Business opportunities & case studies (Power Project, Metro Rail Project)

BRIEF PROFILE OF THE TRAINING FACILITATOR

 Hari Belawat is a senior, matured professional in the Industry & finance corporate sector. He has vast experience of 37+ years in various gamut of corporate sector. He has headed several organizations and gained hands on experience of structuring / implementation & financing of large Industrial / Infrastructure projects in India & abroad.

 He graduated in Chemical Engineering in 1974 from NIT & obtained PGDBM from a reputed Institution. He started career with Indian Petrochemical Corporations Ltd. (now a Reliance group company). He got trained by UNIDO experts on implementation & operation of a large petrochemical project. He was responsible in execution & operation of petrochemical project as Project Engineering Manager.

 He later joined an FI (the Industrial Finance Corporation of India) in Project Finance dept. He undertook due diligence / appraisal of large industrial / infrastructure projects for sanction of financial assistance by consortium of FIs / Banks. He interacted with multilateral FIs such as World Bank, ADB etc. As General Manager, he was responsible for business development, project finance deptt., Head of Regional offices etc. for providing financial assistance to large and medium size industries.

 He was also the Advisor to the Govt. of Madhya Pradesh for development of Petrochemicals & Natural Gas based Industries for a period of 3 years.

 He took the responsibility as Managing Director of Petronet CI Ltd. (promoted by IOCL, BPCL, RIL & Essar), for setting up a 1750km cross country petroleum pipeline involving an investment of over US$ 500 million. The job was challenging from project concept to structuring, financial closure & implementation on BOOT basis. He successfully developed the organisation structure, training needs of new recruits as also Senior Officers etc.

 He briefly joined Essar Oil Ltd. as VP (Projects). He was shortlisted for the candidature of Chairman of ONGC in 2007.

 He later joined a petrochemical company in Singapore as Chief Operating Officer for setting up a petrochemical project in Jurong Island. The company is a JV with an Indian conglomerate & EDB of Singapore. He developed the project, financing / HR structure & implementation strategy thru’ EPC / PMC with International contractors. He interacted with several Government agencies, FIs / Banks, Oil MNCs (Chevron , Shell, Exxon etc.) for achieving financial closure and project implementation.   He is presently CEO of Techfin Consultants, a Singapore based firm engaged in Investment / business development advisory activities for development of business between Indian / Singapore corporate sector. He is actively engaged as an Advisor with a training academy in Singapore imparting corporate sector training.
